TAYLOR'S TURN:
When the West Virginia Legislature passed Senate Bill 603, HEPC was granted one of the most comprehensive and extensive charges in the history of higher education. To answer this charge, I have convened some of the most dedicated and knowledgeable employees into committees to address each of the eight tasks as set forth by the Legislature. These committees are comprised of classified employees and administrators who must agree to confidentiality and unanimous recommendations. Because we are committed to both consensus building and distributive participation, all work products from each committee will be shared with administrators and staff for feedback. Therefore, your ongoing participation is essential to the success of the Personnel Study.
Although the charge of the Personnel Study was given to me as the Vice Chancellor of Administration for HEPC and CCTCE, I realize that we are one team working towards a common goal. I am not able to say or demonstrate my appreciation enough for all that you do; but I do say thank you.

endeavor; your contribution is invaluable.
Thank you to the
managers and supervisors of the Committee Members who have permitted us
to use their expertise on the Personnel Study; we could not do it
without your support.
To Institutional Presidents, I want to thank you for your committed vision to an improved human resources system; we are grateful for your partnership.
A special thanks to each of you for believing that we can take this challenge and change it into a rare opportunity. We will not let you down.
