THE STRATEGIC PLAN - EIGHT STEPS TO CHANGE:

The Strategic Plan has been designed to address the eight tasks mandated by the Legislature which are essential to the efficient operations of the personnel function in the higher education system.  Each of the eight tasks has its own set of best practices required for successful implementation.  Thus, the strategic plan calls for the eight committees to study the best practices in order to make recommendations on the revisions of the current system, the development of a transition process, implementation procedures, and a maintenance plan.  Once the studies are completed, the committees will recommend best practices and changes for the human resources system while focusing on five objectives, three core principles, and one ultimate goal.

The Personnel Project is governed in its methodology, terminology, and concepts by WorldatWork®.  They have been recognized as the world’s standard since 1976 and the Certified Compensation Professional (CCP®) designation is known throughout the global rewards community as a mark of expertise and excellence in all areas of compensation.

Eight Legislative Mandated Tasks

            1.   Review statutes, policies, rules, and guidelines
            2.   Survey the professional development needs of the human resources community,
                  managers, and staff
            3.   Evaluate the classification and compensation system
            4.   Develop a performance management system
            5.   Recommend a reduction in workforce policy
            6.   Design a fiscally efficient work process improvement plan
            7.   Evaluate the faculty salary structure and promotion process
            8.   Conduct a cost-benefit analysis on outsourcing of services

  2. To commit to substantive, procedural, and distributive due process in the implementation of rules implementation of rules, statutes, procedures, policies and practices.
     
  3. To be responsive to the ever changing demands of a human resources system in a fair and equitable manner.
