HIGHER EDUCATION BACKGROUND:

From 1989 to 2000, the State College and University Systems of West Virginia (SCUSWV) was comprised of two governing boards: the State College System Board of Directors and the University System of West Virginia Board of Trustees, each with its own chancellor. In 2000, the SCUSWV became the West Virginia Higher Education Policy Commission (HEPC), possessing one chancellor and each institution gaining its own board of governors. In 2004, the Legislature split the higher education system apart again: HEPC and the Council for Community and Technical College Education (CCTCE), each guided by a separate chancellor. The two systems employ approximately 4,200 faculty members, 5,000 classified employees, and 1,100 non-classified employees.

West Virginia Higher Education Policy Commission (HEPC) - HEPC is responsible for developing, establishing, and overseeing the implementation of a public policy agenda for the state's four-year colleges and universities which is comprised of eleven institutions:

Council for Community and Technical College Education (CCTCE) – The purpose of CCTCE, composed of ten two-year institutions, is to establish policy for the state's community and technical colleges which enable them to deliver affordable, accessible high-quality education and training that dynamically advances the economic and social development of West Virginia.

Pursuant to W. Va. Code §18B-4-2, the Vice Chancellor for Administration, who is jointly employed by the HEPC and CCTCE, serves both organizations and is responsible for administering a uniform classification system and for overseeing the personnel study.
